Application that requests the Government to certify a villagefor Transparent Open Defecation Free (ODF) Certification Process
A channel for citizense to verify the genuineness of the request from a community asking for an Open Defecation Free Status
About 40 million people in Pakistan defecate in open. Open Defecation not only poses an environmental issue but is also a serious health risk. The Pakistan Government and its partners are working on creating Open Defecation Free (ODF) villages or localities which are classified as ‘excreta free’ open spaces, excreta free open drains and discharge, excreta free hands and sustainability of this status. Once the people of the respected vicinity stop defecating in the open, and are using designated places (own or shared latrines,) and wash hands with soap, they can ask the certification team to visit and verify their claim. On verification, if the area is found open defecation free, the ODF certificate is issued. The issue comes on certifying the area as ODF as it is difficult for government, NGO and development partner to have 24×7 physically monitoring system in the area.
A communication channel – ICT/mobile apps – is needed where the community – after achieving the ODF target – invites the ODF Verification team to visit & certify. The certification team widely publicizes the request and seeks feedback/update from the residents about the status. The certification team announces date of visit and invites general public to participate in the process. The proposed system may have a GPS map of the ODF communities.
A technological solution will help to better coordinate and involve stakeholders in an ODF certification process that will lead to sustainability of the status. The solution will put a check on fake requests by community for ODF certification.
